Nobel Peace Prize praising organisation doing its job

OPCW, was awarded Nobel Peace Prize for doing the job they were set to do.

The Norwegian Nobel Committee has decided that the Nobel Peace Prize for 2013 is to be awarded to the Organization for the Prohibition of Chemical Weapons (OPCW) for its extensive efforts to eliminate chemical weapons.

This gives “a signal”. What signal? That their job is important? Or is it a signal that it was not expected that they should carry out their duties?
